From the High Desert to Across California: Building a Connected Future for Care

How Rosenthal Community Care Services became the starting point for a broader vision connecting business consulting, professional education, residential care, and family support throughout California.

Why We Started

Every Care Business Begins With a Decision. What Happens Next Determines Its Future.

When someone decides to open an assisted living or adult residential care facility, they often imagine the moment they welcome their first resident. Very few initially appreciate everything that must happen before that day arrives.

There are licensing requirements, inspections, operating budgets, staffing plans, financial commitments, policies and procedures, emergency preparedness, and countless other responsibilities.

Then comes another challenge that is sometimes overlooked: operating the business after the license has been issued.

Obtaining a license is an important milestone. It does not automatically make someone an effective business operator.

How do you maintain occupancy? How much should you charge? How do you manage staffing expenses? How do you build referral relationships? What happens when your revenue does not cover your operating costs?

These are some of the business questions we want Rosenthal Community Care Services to help owners answer.

Our objective is not simply to help someone open a care business. It is to provide practical resources that can help them understand, operate, and develop that business.
The Beginning of RCCS

How Rosenthal Community Care Services Became Part of Our Entrepreneurial Journey

My husband, Kelvin Justo Garcia, established Rosenthal Community Care Services in August 2024.

At that time, the business represented an opportunity to use professional knowledge and experience to support individuals navigating California's residential care industry.

Meanwhile, we had our own plans to enter the industry as facility owners.

In January 2025, we purchased our home with the intention of converting it into a Residential Care Facility for the Elderly.

As we progressed through the preparation and licensing process, our appreciation for the operational challenges encountered by facility owners continued to grow.

We understood that becoming residential care business owners would require substantial preparation, financial resources, operational planning, and a commitment to providing appropriate care.

When I joined RCCS as CEO in June 2026, we began combining our respective professional experiences with a broader business development strategy.

In July 2026, we submitted our RCFE licensing application to the California Department of Social Services.

The process reinforced an important principle for our consulting business: practical experience and strong operational systems are essential when helping entrepreneurs navigate an industry with significant responsibilities.

What We Do

Supporting California's Residential Care Business Community

Rosenthal Community Care Services provides consulting, education, operational resources, and specialized administrative services for current and aspiring residential care business owners.

Our services are designed to address different stages of business development, from initial preparation to ongoing operations and specialized administrative challenges.

RCFE & ARF Business Consulting

We help aspiring and existing residential care business operators better understand the operational and administrative responsibilities of running a care facility.

Consulting may address business planning, operational processes, financial considerations, staffing strategies, management practices, and business development.

Fire & Licensing Pre-Inspections

Preparing for a licensing inspection can be stressful, especially for first-time owners.

Our pre-inspection services help facility owners identify areas requiring attention before their official inspections.

These services are intended to support preparation and do not replace government inspections or guarantee regulatory approval.

Professional Education & Resources

Education is an important part of operating responsibly.

RCCS develops educational resources, practice materials, training-related products, downloadable forms, and tools for individuals entering or working within the residential care industry.

Our goal is to make practical information accessible to owners and care professionals.

Claims Recovery & Administrative Appeals

Unpaid, delayed, or disputed claims can create substantial financial pressure for residential care businesses.

RCCS offers government-funded claims recovery and administrative appeals assistance for eligible care providers throughout California.

Our services are intended to help providers navigate documentation, administrative disputes, and applicable claims processes.

Service eligibility and the scope of assistance depend on the individual case and applicable requirements.

Business Development & Marketing

Opening a residential care facility is only one part of developing a sustainable business.

Owners must also understand their market, identify referral opportunities, establish pricing, manage expenses, and develop professional relationships.

Our business development services draw upon operational analysis and practical business management principles.

Operational Improvement & Management

Existing care businesses can encounter difficulties involving staffing, occupancy, operational costs, administrative organization, and overall business performance.

RCCS provides consulting resources to support owners evaluating their operations and identifying potential improvements.

Our California Development Strategy

Starting in the High Desert. Building Toward Communities Across California.

Our long-term geographic strategy begins in the High Desert, progresses throughout the Inland Empire, and envisions an expanding presence across Southern California, Central California, and eventually the entire state.

Not every service requires the same geographic infrastructure.

Certain consulting, educational, and administrative services can support eligible clients remotely. Other services require an on-site presence, local partnerships, or additional resources.

Our expansion strategy reflects those differences.

Our Foundation

California's High Desert

Hesperia is our starting point.

Our regional development includes Hesperia, Victorville, Apple Valley, Oak Hills, Adelanto, Barstow, and surrounding High Desert communities.

This is where we intend to strengthen our professional relationships, consulting operations, educational resources, and connections within the residential care industry.

Regional Development

The Inland Empire

Our next geographic priority is the Inland Empire.

This includes San Bernardino, Highland, Redlands, Loma Linda, Rialto, Fontana, Rancho Cucamonga, Ontario, Chino, Riverside, and neighboring communities throughout San Bernardino and Riverside counties.

As we develop our regional presence, we intend to strengthen connections with facility owners, aspiring entrepreneurs, and industry professionals.

Broader Regional Expansion

Southern California

Our longer-term plans include supporting additional communities throughout Southern California.

Potential markets include Los Angeles, Orange County, San Diego, and surrounding Southern California communities.

We intend to evaluate opportunities to expand consulting, educational, and specialized administrative services according to demand and operational readiness.

Future Development

Central California

Beyond Southern California, we envision opportunities in Central California.

Bakersfield and Kern County represent an important consideration in this future stage of growth.

Additional markets may include Visalia, Fresno, and surrounding Central California communities.

We intend to approach these opportunities through market research, professional relationships, and evaluation of our operational capabilities.

Long-Term Direction

Supporting California's Residential Care Industry

Our broader vision includes developing professional resources capable of supporting eligible care businesses throughout California.

As our capabilities develop, we intend to evaluate opportunities across additional Central and Northern California communities.

Growth will depend on market conditions, professional resources, operational readiness, and the ability to maintain consistent service quality.

The Rosenthal Care Group

How RCCS Fits Into Our Larger Organizational Vision

Rosenthal Community Care Services is part of The Rosenthal Care Group, our parent organization and the foundation for our developing family of care-related businesses.

As our entrepreneurial plans developed, we recognized that families, care providers, and business owners encounter different but interconnected challenges.

We wanted our businesses to reflect those connections.

While RCCS focuses on consulting, education, and business support, our related businesses address other needs within the care industry.

A Personal Perspective

Why My Professional Background Influences the Way We Are Building RCCS

My career did not begin in residential care.

I began working in the call center industry in the Philippines in 2009.

After immigrating to California in 2013, I continued developing my professional experience.

During my years at Wells Fargo, my responsibilities eventually included business analysis, business execution, operational performance, productivity, staffing evaluations, automation, and customer experience improvement.

These experiences continue to influence how I approach entrepreneurship.

When analyzing an operation, I want to understand what drives its performance, where resources are being allocated, and which processes could be improved.

I believe these same questions are important when operating a residential care business.

Owners must balance financial sustainability, operational efficiency, regulatory responsibilities, and the well-being of their residents and caregivers.

RCCS allows us to bring together operational knowledge, business development, and practical resources for the care business community.

We believe caring for residents and operating a financially responsible business should support one another, not compete with each other.
The Meaning Behind Rosenthal

The Personal Story Behind Our Name

The name Rosenthal carries a deeply personal meaning for me.

I have always been a spiritual person. During a guided meditation intended to discover the name of my guardian angel, I saw the name "Rosenthal" written on a book.

That experience stayed with me.

When Kelvin established Rosenthal Community Care Services, the name became part of our entrepreneurial story.

Today, as we develop our family of businesses, the name continues to carry that personal meaning.

For me, it represents the intention to build something meaningful, guided by genuine care and a commitment to the people we serve.

Looking Ahead

Our Beginning Is Local. Our Commitment Is to Keep Building.

Rosenthal Community Care Services began as a consulting business with an opportunity to help individuals navigate California's residential care industry.

Today, our plans include strengthening our existing services, developing additional professional resources, and supporting more care business owners.

Our immediate priorities remain rooted in the High Desert and the Inland Empire.

Beyond those regions, we envision opportunities throughout Southern California, Central California, and eventually communities across the state.

Through The Rosenthal Care Group, we intend to develop complementary businesses that address different needs within the care industry.

But regardless of how our organization develops, RCCS will remain an important part of our story.

We want to continue providing practical support to the people responsible for developing, managing, and operating residential care businesses.

That is the direction we are building toward.
