Government-funded billing does not always end when the original claim is submitted. Claims may be denied, partially paid, delayed, rejected, or left unresolved because of documentation questions, billing issues, payer processing requirements, authorization concerns, or other administrative reasons.
RCCS helps facility owners and providers organize the case and pursue eligible reimbursement through the applicable administrative claim, correction, reconsideration, reopening, or appeal process.
Our compensation structure is designed so that the majority of our fee is tied directly to money successfully recovered.
One Administrative Deposit Per Facility

The Administrative Deposit applies separately to each facility enrolled in RCCS claims-recovery services.
Facility Identification
Each participating facility is identified using its applicable facility number issued by the California Department of Social Services and/or its facility NPI number.
Multiple Facilities
Organizations operating multiple separately identified facilities must establish a separate Administrative Deposit for each participating facility.
The Administrative Deposit Is Credited — Not Added to the Recovery Fee

Your Administrative Deposit Is Designed With Provider Protection in Mind
The Administrative Deposit allows RCCS to begin reviewing claim history, organizing records, researching payment issues, preparing appeal materials, and committing professional resources to the case.
When RCCS successfully recovers money, 100% of the Administrative Deposit is credited toward the applicable recovery fee.
If no recovery is achieved within 12 months after the Complete File Date, the Administrative Deposit is refundable when the provider has fully satisfied the cooperation, documentation, authorization, exclusivity, and other requirements of the signed service agreement.
The Administrative Deposit is not refundable when noncollection is caused or materially contributed to by client nonresponse, materially false or incomplete information, withheld documentation, interference with the appeal, missed client obligations, or violation of RCCS's exclusive claims-appeal engagement requirement.

Every claim remains subject to the specific payer's rules, documentation requirements, filing limitations, appeal rights, and individual circumstances.
Don't Automatically Write Off an Older Claim
One of our major prior successes has been the recovery of eligible claims with service dates reaching back as far as 18 months.
In prior matters, qualifying claims within extended lookback periods have been recovered at 100% of the applicable collectible claim amount. That does not mean every insurer, plan, or claim provides the same opportunity.
Older Does Not Always Mean Uncollectible
A claim that has been unpaid for several months may still have an available correction, reopening, reconsideration, or appeal path.
Some Payers Use Tiered Lookback Rates
Certain insurance companies reduce the collectible percentage as the claim ages, even when retroactive reimbursement remains available.
Every Payer Is Different
Actual lookback periods, filing limits, appeal rights, reimbursement percentages, and documentation requirements are determined by the payer and individual claim.
Example of a Tiered Lookback Rule
A payer may still permit reimbursement of an older claim but reduce the amount because of its age. For example, a payer might allow a claim from seven to nine months after the applicable service date to remain collectible while limiting reimbursement to approximately 75% of the otherwise payable amount. Actual rules and percentages vary by payer.

In this example, RCCS's total 15% recovery fee is $7,500. Because the facility already paid the $1,000 Administrative Deposit, only the remaining $6,500 is due following the successful recovery.

2026 Introductory Rate

Applies to eligible engagements with contracts fully signed no later than December 31, 2026 at 11:59 PM Pacific Time.
The $1,000 Administrative Deposit applies per participating facility and is credited toward the applicable recovery fee.
Beginning January 1, 2027
$1,500 Administrative Deposit + 20% Recovery Fee
New engagements beginning January 1, 2027 will be subject to the increased Administrative Deposit and recovery-fee structure.
The $1,500 Administrative Deposit will likewise apply separately to each participating facility.
Recovery Fee Payment Terms
Fee Applies to Successful Recovery
RCCS's recovery fee applies to the defined amount successfully recovered on a Covered Claim under the signed service agreement.
Payment Due Within 14 Days
The applicable RCCS recovery fee must be paid within 14 calendar days from the date the insurance provider or payer issues the applicable check, EFT, payment, credit, offset, or other defined recovery.
Recovery Verification
The provider must provide applicable remittance, check, payment, ERA/EOB, payer-portal, or similar documentation needed to verify the recovery amount and calculate the applicable RCCS fee.
One Appeal Team. One Clear Recovery Strategy.
Once RCCS accepts a Covered Claim, RCCS must be the exclusive claims appeal and recovery provider for that claim during the applicable engagement period.
This helps prevent competing submissions, conflicting explanations, duplicated appeal activity, or multiple organizations attempting to pursue the same claim at the same time.
Changing Representatives Does Not Automatically Eliminate RCCS's Fee
When RCCS has materially worked a Covered Claim and the claim later results in Recovery during the applicable engagement or recovery-tail period, RCCS's recovery-fee rights remain subject to the signed service agreement even if another party later becomes involved.

Every claim is subject to RCCS review and acceptance. RCCS does not guarantee payment, approval, recovery amount, processing time, collectible percentage, lookback period, or appeal outcome.

These results are not a representation of typical results and do not guarantee similar outcomes for another provider or claim.
The 2026 $1,000 Administrative Deposit applies separately to each participating facility, determined by the applicable CDSS facility number and/or NPI used to identify that facility.
The 15% introductory recovery fee applies only to eligible engagements with contracts fully executed no later than December 31, 2026 at 11:59 PM Pacific Time. New engagements beginning January 1, 2027 are subject to a $1,500 per-facility Administrative Deposit and a 20% recovery fee.
The Administrative Deposit is credited toward the applicable recovery fee. Administrative Deposit refund protection is subject to the Complete File Date, provider cooperation requirements, exclusivity requirements, documentation requirements, and all other conditions contained in the signed RCCS service agreement.
Client-caused delays may pause the applicable 12-month Administrative Deposit Protection period. The Administrative Deposit may become nonrefundable when the provider fails to reasonably cooperate, repeatedly fails to respond, withholds required records, provides materially inaccurate or false information, interferes with the appeal, misses required client actions, or engages another claims-appeal provider in violation of the exclusivity requirement.
Recovery-fee invoices are due within 14 calendar days from the applicable payer's payment or recovery issuance date as defined in the signed service agreement.
Payer rules may impose timely-filing restrictions, appeal limitations, retroactive reimbursement limits, reduced reimbursement percentages, tiered lookback structures, documentation requirements, or other restrictions. RCCS does not control payer policies.
RCCS provides administrative claims recovery and appeal support. Formal legal proceedings, litigation, regulatory defense, government investigations, or matters outside the administrative service scope may require separate qualified legal or professional representation.
The signed RCCS Government-Funded Claims Recovery Agreement controls final definitions, Covered Claims, rates, Administrative Deposit protection, exclusivity, recovery-tail provisions, provider responsibilities, payment obligations, refund conditions, and all other engagement terms.
