RCCS Application Protection Guarantee

We Do Not Promise What CDSS Will Decide. We Do Stand Behind the Work RCCS Performs.

Licensing decisions belong to the California Department of Social Services, and no private consultant can control every fact, inspection result, applicant circumstance, or government timeline. What RCCS can control is the quality of the professional work we agree to perform. That is why this licensing package includes our Application Protection Guarantee, subject to the service agreement and the conditions below.

RCCS Gets the First Opportunity to Cure

If a covered RCCS-prepared item contains a material error or omission, RCCS will first use commercially reasonable efforts to correct, supplement, respond, or resubmit the affected work within the scope of this package.

Protection for a Qualifying RCCS-Caused Failure

If a denial, rejection, failure, or inability to proceed is solely and directly caused by a material RCCS error, omission, action, or inaction within our contracted scope, the matter may qualify for protection under the Guarantee.

90-Day RCCS-Caused Delay Standard

If the covered RCCS-caused issue cannot reasonably be cured, or correction of that RCCS error itself causes more than 90 calendar days of additional delay, the applicable refund protection may be triggered. Ordinary CDSS processing time and delays outside RCCS's control do not count toward this standard.

Maximum refund: A qualifying refund can never exceed the professional service fees actually paid to RCCS for this specific Full Service RCFE / ARF License Application Package. The Guarantee does not reimburse government fees, fire or inspection expenses, construction, repairs, rent, mortgage payments, carrying costs, payroll, training, attorney or other professional fees, financing costs, lost revenue, lost profits, investor obligations, or any amount paid to a third party.
A Documented, Trackable Process

How Your Full-Service Package Works

Seven straightforward steps, with clear communication and digital access to your application documents.

01

Purchase your application package

Choose the RCFE or ARF package and complete your purchase.

02

Receive your signature documents

RCCS emails you the documents that must be printed and signed. Original wet signatures are required.

03

Mail your signed originals to RCCS

Print, sign, and mail the required original documents to us. Please also provide your home blueprint, measurements, and requested application information.

04

We assemble and digitize your packet

We insert your signed originals into the application, scan the assembled packet, and share access to a Google Drive folder containing downloadable PDF copies.

05

We mail your application to CDSS

RCCS mails the completed application packet to the California Department of Social Services and sends you the shipment tracking number.

06

We track your application

We monitor the application and keep you informed of updates and any requests received from CDSS.

07

We handle CDSS-requested corrections

If CDSS requests changes to the forms or documents we prepared, RCCS revises and resubmits them. Most complete requests are targeted for turnaround within 24–48 business hours, depending on the information needed.

About the 24–48-hour turnaround: This is our usual target for correcting and resubmitting complete CDSS requests related to RCCS-prepared documents, not a guarantee of CDSS processing or approval time. Requests needing your signature, new information, or third-party action may take longer.

Full Service With Clear Responsibilities

What RCCS Handles — and What the Applicant Must Continue to Handle

Full service means RCCS accepts responsibility for the professional work included in this package. It does not mean RCCS controls the applicant, the property, third parties, financial circumstances, fire or life-safety conditions, or CDSS.

Your cooperation is a condition of the Application Protection Guarantee. You must provide complete and accurate information, supply requested documents and measurements, follow or timely address RCCS's documented recommendations, meet applicant-controlled deadlines, and immediately disclose material changes while the application is pending.

Applicant Responsibilities

Your Information Must Remain Complete, Accurate & Current

RCCS prepares your application using the information and documents you provide. If something changes after submission, your duty to tell us continues until the licensing matter is completed.

Example: If RCCS gives you a written direction about required documentation, proof of funds, facility corrections, measurements, or fire/life-safety preparation and you choose a different path based on advice from a friend, contractor, professional, or other third party, an adverse result caused by that choice is not an RCCS-caused failure.
  • Blueprints, Measurements & Property InformationYou must provide the home's blueprint and complete, accurate room, doorway, fence, yard, and other requested measurements or property information needed for RCCS-prepared documents. RCCS does not independently survey the property unless expressly contracted to do so.
  • Original Signatures & Requested DocumentationYou are responsible for printing, wet-signing, returning, and supplying complete requested records and supporting documents promptly.
  • Truthful Financial & Background DisclosuresYou must disclose material information requested for the application, including applicable debts, loans, credit obligations, bankruptcies, litigation, ownership interests, financial conditions, or other matters relevant to the licensing review. RCCS is not responsible for information that was inaccurate, incomplete, misleading, omitted, or undisclosed by the applicant.
  • Continuing Duty to Disclose Material ChangesWhile the application is pending, you must immediately tell RCCS about material changes that could affect licensing. Examples may include a new or worsening mortgage delinquency, default or foreclosure activity; bankruptcy; litigation; a significant financing change; ownership or management changes; property-condition changes; criminal, licensing, or regulatory matters; or changes to information previously submitted.
  • Facility, Fire & Life-Safety CorrectionsIf RCCS identifies a facility-readiness, fire-safety, life-safety, equipment, posting, or physical correction for the applicant to address, the applicant remains responsible for completing and paying for that work. A failure caused by declining or not completing a documented recommendation is not covered by the Guarantee.
  • Third-Party Advice or Applicant DecisionsYou may seek advice from attorneys, contractors, fire professionals, friends, other consultants, lenders, or other third parties. However, if you elect not to follow RCCS's documented recommendation and the resulting decision contributes to the adverse outcome, that matter is not eligible as a solely RCCS-caused guarantee claim.
  • Government Fees & Third-Party CostsCDSS fees, fire-related expenses, fingerprinting, training, construction, equipment, insurance, legal or accounting fees, property costs, and other third-party expenses remain separate unless expressly included in writing.
  • Other Projects or Expanded ServicesUnlimited consultation and revisions apply to the original facility's active licensing application and the documents included in this package. A new facility, new application, material project change, vendorization matter, or unrelated service requires a separate engagement.
When the Guarantee Does Not Apply

The Cause of the Problem Matters

The Application Protection Guarantee is designed for a qualifying failure caused solely and directly by RCCS's own covered work. It is not insurance against every possible licensing issue.

01

Applicant Information or Omission

No guarantee coverage for an adverse result caused in whole or in part by inaccurate, incomplete, late, misleading, or undisclosed applicant information or documents.

02

Applicant Does Not Follow RCCS Direction

No guarantee coverage when a documented RCCS recommendation is declined, materially changed, delayed, or replaced and that decision contributes to the outcome.

03

Property, Fire or Physical Conditions

No guarantee coverage for deficiencies involving the property, construction, equipment, fire clearance, life-safety work, zoning, physical readiness, or other applicant-controlled facility conditions unless RCCS expressly assumed that specific obligation in writing.

04

Government or Third-Party Matters

No guarantee coverage for CDSS discretion, inspection or processing schedules, regulatory changes, mail or third-party delays, professional or contractor actions, or circumstances outside RCCS's reasonable control.

Package-specific protection: If this licensing package qualifies for a refund under the Guarantee, the maximum refund is limited to the amount actually paid to RCCS for this licensing package. Payments for administrator services, vendorization, inspections sold separately, consulting retainers, training, other RCCS products, or third-party services are not added to the refund calculation.

Scope, Scheduling & Important Licensing Information

Dementia care planning and hospice waiver request preparation are provided as applicable to your facility type, planned services, and regulatory requirements. Your four-hour on-site mock inspection is scheduled with RCCS in coordination with your upcoming licensing inspection and the service location specified in your agreement.

Unlimited phone and email support applies to questions related to the active licensing project purchased. Unlimited CDSS-requested updates apply to the forms and documents RCCS prepared for that project. Timely correction turnaround depends on RCCS receiving complete information, requested records, measurements, and necessary signed documents from the client.

Rosenthal Community Care Services (RCCS) is an independent private consulting provider and is not the California Department of Social Services. RCCS does not promise or guarantee application acceptance, license issuance, fire clearance, inspection results, CDSS processing speed, or any government determination.

The RCCS Application Protection Guarantee is instead a defined commitment concerning RCCS's own covered professional work. RCCS retains the right to cure a covered issue first. A qualifying refund requires that the adverse outcome be solely and directly caused by a material RCCS error, omission, action, or inaction within the agreed scope and that the other contractual conditions of the Guarantee be satisfied. Government processing time, applicant delays, applicant omissions, property conditions, third-party actions, and other circumstances outside RCCS's control are excluded from the RCCS-caused 90-day delay calculation.

The service agreement controls in the event of any conflict with this product-page summary. The maximum refund under the Guarantee can never exceed the professional service fees actually paid to RCCS for this specific licensing package.
