Rosenthal Community Care Services

4-Bed ARF Program Design & Vendorization Support | Levels 3–6

Specialized consulting for qualified applicants developing a 4-bed ARF or another eligible Adult Residential Facility program at Service Levels 3 through 6 through Inland Regional Center.

INLAND REGIONAL CENTER ONLY

Backed by the RCCS Application Protection Guarantee. RCCS stands behind the professional work we agree to perform. Eligibility, exclusions, right-to-cure requirements and refund limitations apply.

Specialized ARF Consulting

Build Your 4-Bed ARF Level 3–6 Program With Professional Support

Developing a specialized Adult Residential Facility program requires organized program design, appropriate staffing and supervision planning, professional consultation, and careful administrative preparation. RCCS also assists applicants proposing other eligible ARF capacities.

Rosenthal Community Care Services provides independent consulting for qualified applicants developing eligible Level 3–6 residential programs through Inland Regional Center.

Our service focuses on organizing your proposed program, preparing program-design documentation and helping you understand the vendorization preparation process.

RCCS also stands behind the professional work we agree to perform through our Application Protection Guarantee. The Guarantee does not promise IRC approval; it provides defined refund protection when a qualifying, material RCCS-caused error is the sole and direct cause of a covered failure and the contractual cure requirements have been satisfied.

Important: CDSS ARF Licensing Is Not Included

This Levels 3–6 program-design and vendorization service does not include preparation of a CDSS Adult Residential Facility license application, including an application to start a 4-bed ARF.

CDSS application preparation is available separately through our Full Service RCFE / ARF License Application Package, which supports qualifying 4-bed ARF licensing and 6-bed RCFE licensing projects. This IRC vendorization package is for ARF programs, not RCFE vendorization.

Applicants who need both services must purchase them separately.

Advance Pricing Notice

Two Different Services. Two Separate Prices.

Our program-design and vendorization service for Levels 3–6 and our CDSS ARF licensing package serve different purposes. The vendorization package has the same price for every level from 3 through 6. Both have scheduled price increases in January 2027.

Separate Service 02

Full Service CDSS ARF License Application Package

Comprehensive CDSS application preparation and consulting support for eligible California applicants starting a 4-bed ARF or another ARF configuration.

$3,500

Current 2026 price

New price beginning January 2027: $4,500

This package is not included in the Levels 3–6 service.

Do You Need Both Services?

If you require CDSS ARF licensing preparation as well as Levels 3–6 program design and vendorization assistance, you may need both packages.

Each service has its own scope, purchase price and service agreement. Purchasing one does not automatically include the other.

If you already hold an ARF license, contact RCCS to discuss whether additional licensing assistance may be necessary.

Qualified Administrator Support for Levels 3–6

RCCS can provide an administrator whose experience corresponds to the proposed service level, subject to qualification and availability review. Compare the monthly rates below:

Administrator experience and monthly fees while the IRC application is pending
Service level Experience requirement With vendorization package Administrator only
Level 3 9+ months of qualifying Level 3-or-higher experience $1,500/month $1,800/month
Level 4 12+ months of qualifying Level 4-or-higher experience $2,000/month $2,500/month
Levels 5 and 6 12+ months of qualifying experience for the applicable Level 5 or Level 6 program, subject to IRC review $2,500/month $3,200/month

The vendorization package has the same price for Levels 3 through 6 because those applications generally take a similar amount of time to complete.

Administrator services and program-design/vendorization services each require a separate service agreement. The “with vendorization package” administrator rate applies when you also purchase the vendorization package; purchasing that package alone does not engage an administrator.

Experience, administrator eligibility, availability, scope and start date must be reviewed and confirmed before engagement. The regional center makes all vendorization decisions.

RCCS Application Protection Guarantee

We Stand Behind the Work We Agree to Perform

RCCS cannot control Inland Regional Center's final vendorization decision, but we can take responsibility for our own professional work. That is the purpose of the RCCS Application Protection Guarantee.

Money-Back Protection for RCCS-Caused Errors

If RCCS Causes the Problem, RCCS Must Stand Behind It

If your vendorization application is denied, rejected, fails, or is otherwise rendered unable to proceed solely and directly because of a material error, omission, action, or inaction by RCCS within the scope of services RCCS agreed to perform, RCCS will first use commercially reasonable efforts to correct or cure the issue.

If the RCCS-caused issue cannot reasonably be cured, or if that RCCS-caused issue creates a delay of more than 90 calendar days directly attributable to the RCCS error, RCCS will refund 100% of the professional service fees actually paid to RCCS for this specific vendorization package, subject to the complete terms and conditions of the signed service agreement.

Maximum Refund

The maximum refund will never exceed 100% of the professional service fees actually paid to RCCS for this specific vendorization package.

Payments for separate services are not combined. A guarantee claim involving this vendorization package does not create a right to a refund of payments made for a separate CDSS license application package, administrator services, inspections, hourly consulting, training, or any other RCCS service.

Government fees, Regional Center fees, construction costs, property expenses, professional fees paid to third parties, staffing costs, training expenses, financing costs, lost revenue, lost profits, carrying costs, and other outside expenses are not reimbursed under this Guarantee.

RCCS Has a Right to Cure

A correction request, revision request, or agency question does not automatically trigger a refund. RCCS must first be given a reasonable opportunity to correct, supplement, respond, resubmit, appeal, or otherwise cure an RCCS-caused issue when a reasonable pathway remains available.

The 90-Day Standard

The 90-day provision applies only to delay directly attributable to a covered RCCS error. Ordinary Regional Center or governmental processing time, agency scheduling, applicant delay, third-party delay, and other circumstances outside RCCS's reasonable control do not count as RCCS-caused delay.

No Outcome Guarantee

The Application Protection Guarantee is not a promise that IRC will approve vendorization. IRC retains authority over vendorization decisions. The Guarantee instead protects the Client when a qualifying, material RCCS error within the agreed scope is the sole and direct cause of an otherwise covered failure.

Applicant Cooperation Is a Condition of the Guarantee

Full-service consulting does not transfer the applicant's legal, financial, property, disclosure, qualification, or compliance responsibilities to RCCS. The applicant must provide accurate and complete information, respond to document requests, follow applicable RCCS instructions, and timely disclose material changes while the application is pending.

If RCCS provides a documented recommendation and the applicant chooses to disregard, modify, delay, or substitute that recommendation based on advice from a friend, employee, contractor, attorney, consultant, lender, fire professional, government employee, another provider, or any other third party, consequences arising from that decision are not considered RCCS-caused failures.

Examples of Matters That Are Not Covered

  • Incomplete, inaccurate, misleading, omitted, or late information supplied by the applicant or another party.
  • Failure to provide requested documents, measurements, records, signatures, financial information, or other materials needed to proceed.
  • Failure to follow RCCS's documented recommendations or instructions.
  • Undisclosed loans, debts, credit obligations, liens, judgments, bankruptcies, litigation, regulatory matters, or other information that should have been disclosed.
  • Mortgage delinquency, default, foreclosure activity, a Notice of Default, or other material deterioration in the applicant's or facility property's financial condition.
  • Property deficiencies, fire-safety deficiencies, zoning issues, building issues, inspection failures, or required physical corrections that the applicant does not timely address.
  • Applicant eligibility, experience, qualifications, background, licensing history, ownership structure, or other matters outside RCCS's control.
  • Actions, omissions, advice, mistakes, or delays caused by third parties.
  • Changes in law, regulation, Regional Center requirements, DDS requirements, CDSS requirements, or agency interpretation.
  • IRC discretion, agency review, ordinary government processing time, scheduling delays, or decisions that are not caused solely and directly by RCCS.

Your Continuing Duty to Disclose Material Changes

The applicant has a continuing responsibility throughout the vendorization process to immediately notify RCCS upon becoming aware of any material change that could reasonably affect the application, approval, eligibility, financial review, property review, background review, or vendorization process.

This includes changes involving ownership, managers, administrators, required personnel, loans, debts, liens, judgments, credit obligations, proof of funds, bankruptcy, litigation, criminal matters, licensing or regulatory actions, mortgage delinquency, foreclosure activity, property control, leases, fire-clearance conditions, qualifications, certifications, insurance, or information previously provided to RCCS or IRC.

Failure to timely disclose a material change may make the affected matter ineligible for protection under the RCCS Application Protection Guarantee.

Plain-language principle: Full service means RCCS takes responsibility for the work RCCS agrees to perform. It does not mean RCCS controls every variable in the licensing or vendorization process.

The complete Guarantee terms, claim procedure, exclusions, documentation requirements, cure rights and applicable refund conditions will be stated in the Client's service agreement and control in the event of any inconsistency with this webpage.

Common Questions

Frequently Asked Questions

Can RCCS help me develop a 4-bed ARF at Service Levels 3–6?

Yes. This consulting package can support qualified applicants proposing a 4-bed ARF for Inland Regional Center's Levels 3–6 programs, subject to applicable program requirements, qualifications, and IRC's review. Other eligible ARF capacities may also be discussed. A CDSS ARF license application is a separate service.

Does this vendorization package cover a 6-bed RCFE?

No. This service is for qualifying ARF Levels 3–6 program design and Inland Regional Center vendorization preparation. If you are starting a 6-bed RCFE in California, our separate Full Service RCFE / ARF License Application Package offers RCFE licensing preparation. Purchasing that licensing service does not include this ARF vendorization package.

Does the Levels 3–6 program-design and vendorization service include my CDSS ARF license application?

No. The Levels 3–6 program-design and vendorization service does not include CDSS ARF licensing application preparation.

Our separate Full Service RCFE / ARF License Application Package is available for eligible applicants who need CDSS application preparation, including 4-bed ARF licensing.

How much is the separate CDSS ARF licensing package?

The current 2026 price is $3,500. The scheduled price beginning January 2027 is $4,500.

View the licensing package.

Do I need to purchase both services?

That depends on your current licensing status and proposed project. If you require both CDSS application preparation and Levels 3–6 program-design assistance, the two services are purchased separately.

When will the prices increase?

Both increases are scheduled for January 2027.

Levels 3–6 consulting will increase to $6,000. The separate CDSS licensing package will increase to $4,500.

Does contacting RCCS now reserve current pricing?

No. Submitting an inquiry alone does not reserve a service price.

Pricing and payment requirements will be confirmed when your purchase and service agreement are accepted.

Do I need an existing ARF license?

Requirements depend on your application stage and vendorization pathway.

Confirm the applicable requirements with IRC before purchasing consulting services.

Does RCCS prepare my Levels 3–6 program design?

Yes. Program-design preparation is the central focus of this service.

Specific deliverables, revisions and application support are defined in your service agreement.

Does RCCS communicate directly with IRC?

Direct correspondence or submission on your behalf must be expressly included in the agreed service scope and supported by appropriate authorization.

Does RCCS guarantee Levels 3–6 vendorization?

No. Vendorization decisions are made by the appropriate Regional Center, and RCCS cannot guarantee that IRC will approve an application.

However, this vendorization package is eligible for the RCCS Application Protection Guarantee. If a covered denial, rejection, failure, or inability to proceed is caused solely and directly by a material RCCS error, omission, action, or inaction within RCCS's agreed scope, RCCS will first exercise its right to cure. If the covered RCCS-caused issue cannot reasonably be cured, or creates more than 90 calendar days of delay directly attributable to that RCCS error, RCCS will refund 100% of the professional service fees actually paid to RCCS for this specific vendorization package, subject to the complete terms of the signed service agreement.

How much can be refunded under the RCCS Application Protection Guarantee?

The maximum refund can never exceed 100% of the professional service fees actually paid to RCCS for the specific affected vendorization package.

Separate services and outside expenses are not combined into the refund. Government fees, third-party professional fees, property costs, construction, staffing, financing costs, carrying costs, lost revenue and lost profits are not reimbursed under the Guarantee.

What happens if RCCS identifies a requirement but I follow someone else's advice instead?

The final decision remains yours. However, if RCCS gave you a documented recommendation and you chose not to follow it, an adverse outcome caused by that decision is not considered an RCCS-caused failure and may not qualify for Guarantee protection.

Do I have to tell RCCS if something changes after the application is submitted?

Yes. You have a continuing duty to promptly disclose material changes while the application is pending. Examples include changes to ownership, debt, proof of funds, credit obligations, bankruptcy, litigation, mortgage status, foreclosure activity, property conditions, licensing matters, qualifications, administrators, required personnel, or other information relevant to the application or vendorization review.

A material change that is not timely disclosed to RCCS may make the affected matter ineligible for Guarantee protection.

Does vendorization guarantee resident placements?

No. Vendorization does not guarantee referrals, resident placements, occupancy or revenue.

Can facilities outside Inland Regional Center purchase this package?

This specialized service is designed exclusively for Inland Regional Center applicants.

Contact RCCS to discuss potential alternative consulting arrangements.
